Cost Control and Procurement Director

Our Client - A Reputable Mutilnational Company is looking for the above position to add to their ranks.

Responsibility:

• To lead the cost engineering support in generic product development in an effort to achieve the optimal cost efficiency
• To setup all necessary templates and procedures to implement an efficient and effective cost monitoring and review, and construction management process, providing regular feedbacks ( from market and projects ) to the senior management on cost trends, availability and performance of contractors / suppliers, to ensure best decisions being made in project evaluation, tender strategy, and construction contract award
• To lead the cost engineering support in individual project evaluation, including the preparation of the construction cost plan
  
• To lead the preparation of the detailed construction budget matching with the design standards and specifications
• Under the supervision and guidance of Director – Project Management, and jointly with Regional GM, to decide on the construction tender strategy, and pre-qualifications of contractors / suppliers
  
• To setup regional QS team as part of the regional project management team. Project QS will dual report the project manager and Director – Cost Control and Procurement
• To lead the preparation of detailed construction tender budget, tender document, and jointly with Regional GM, to lead and manage the tender / procurement process of all contractors / suppliers upto award of tenders conforming to the budget and tender document
• To support Regional GM on the leadership and management of all construction contracts

Requirements:

• Degree in Quantity Surveying , with professional qualifications MRICS or equivalent
• At least 10 years relevant experience, of which 5 years in managerial level in overseeing Quantity Surveying of PRC projects
  
• Good leadership skill, with good resourcefulness, in the management of the QS team, and contractors
  
• Holistic and open mindset to design the most appropriate tender strategy, and to select the most appropriate contractors in the local context
• Excellent interpersonal and communication skills
• Good command of both written and spoken English and Chinese
